Dear Mr Moss,

Thank you for your letters of 14 October and 21 October 2010, copied to a number of others. I have been asked to reply.

In response to your query about CSC, the contract that has been signed will deliver a replacement for the current passport application system that is coming to the end of its useful life. The replacement system is required to ensure that the Identity and Passport Service (IPS) can continue to issue passports.

You also raise an issue around the use of consultant services in IPS. Consultants, including those from PA Consulting, provide specific expertise and work alongside civil servants to deliver specific projects. When the project is complete, responsibility is then handed over to civil servants. Over the past year IPS has very significantly reduced its reliance on consultants.

As an organisation, IPS is committed to ensuring the secure and efficient delivery of passports and certificates while delivering value for money to its customers. You will probably have seen that IPS has recently announced plans to enter into consultation to reduce the size of the organisation and ensure it is more efficient. We have recently provided you with a breakdown of the costs covered by the passport fee. IPS will continue to review its fees regularly to ensure that they represent value for money.
